Pre-construction and Lead Estimator
For almost four decades Popie has been involved in all aspects of the company, from working in the field during the summers when he was in school to daily management of the company today. Currently, he is sole owner and president and is still actively involved in estimating, project management, and field supervision in addition to his duties as president. Popie, a great grandson of the founder, has a degree in Construction Management from Northeast Louisiana University (1975) and joined J. B. Mouton as a project manager in 1976.
Stuart Billeaud, Project Manager and Estimator
Marketing, Safety, Project Management and Business Development
Stuart began his work with the company as a high school student in the summers but joined as a full-time employee in 2006 after completing his education and gaining experience working in the industry while going to school. Stuart has a B.S. degree in construction management from Auburn University (2003) and an MBA from UNO (2006), LEED Certification and represents the fifth generation of the company (Great, great grandson of Founder).
Kim Martin Nehrbass, Vice-President
Head of Project Management and Estimator
Kim has been with our company since 1989 and has managed many of our larger projects. He is currently our senior project manager and senior estimator. Kim has a degree in Applied Arts from the University of Southwestern Louisiana (1978). After working for two years in the field for J. B. Mouton, he worked as a project manager for an architectural firm. There he worked on schools, office buildings and specialty projects such as the Cajundome. Kim is a great grandson of the founder, J. B. Mouton.

David C. Prejean, CPA, Treasurer, Controller
Financial Oversight and Marketing
David has worked in public accounting in addition to holding Controller positions with software, advertising, and construction companies before joining J. B. Mouton in 1995. David has a degree in Accounting from the University of Southwestern Louisiana (1980), and a Certified Public Accountant certificate (1982).
